Setup Operator Lifecycle Manager

As a contributor, I want to have OLM running on the cluster, so that I can have a declarative way to install, manage, and upgrade Operators and their dependencies in a cluster.

Acceptance criteria:

• OLM is deployed.
• OLM is automatically installed on cluster deployment.
